  • EFCC Probes Alleged Abandonment of ₦14bn Asaba–Onitsha Road Project

ASABA, Delta State — The Economic and Financial Crimes Commission (EFCC) has commenced an investigation into the reported non-completion of the 11-kilometre Summit Junction–Asaba–Onitsha Head Bridge Road project in Delta State.

The investigation follows concerns about the level of work completed on the federal road project amid reports that approximately ₦14 billion had been paid to the contractor, Hartland Nigeria Limited.

EFCC investigators have reportedly visited the project site as part of efforts to assess its current state and examine issues surrounding its financing, execution and supervision.

Petition Seeks Independent Investigation

The investigation follows a petition submitted by Rev. David Ugolor, Publisher of The Common Good Letter, calling for an independent examination of the circumstances surrounding the award and implementation of the project.

The petition seeks scrutiny of relevant contract documents, payment records, engineering assessments and other materials that could establish how much work has been completed relative to funds reportedly released for the project.

Ugolor stressed that the petition should not be interpreted as a presumption of wrongdoing against the contractor or any government official.

Instead, he said the objective was to allow the appropriate authorities to independently establish the facts and determine whether the project was executed in accordance with its contractual and financial obligations.

Umahi Raised Concerns During Inspection

Concerns surrounding the project intensified following an inspection by the Minister of Works, David Umahi, in August 2026.

During the inspection, Umahi reportedly expressed dissatisfaction with the pace of work and raised questions about the relationship between the reported payments and the level of completion.

Reports citing the minister said approximately 40 per cent of the work had been completed despite substantial payments having been made.

The project covers the important Summit Junction–Asaba–Onitsha Head Bridge corridor, which serves as a major transportation link connecting Asaba with the Niger Bridge axis and neighbouring Anambra State.

EFCC Expected to Examine Payments and Contract Records

The EFCC investigation is expected to examine several aspects of the project, including its original contract award, payments made, agreed scope of work, physical execution and supervision.

Investigators are also expected to determine whether the project’s current condition corresponds with contractual milestones and payments reportedly made to the contractor.

At this stage, the opening of an investigation does not establish criminal wrongdoing by Hartland Nigeria Limited, government officials or any other party connected with the project.

Any determination of wrongdoing would depend on evidence gathered by investigators and subsequent action by the appropriate authorities.

The investigation could provide greater clarity on why the road remains incomplete and whether public funds released for the project correspond with work carried out on the ground.
