DDPA in Safe Hands: How Barr. Orevaoghene Okpokpor Is Repositioning Delta’s Property Development Agency
By Ike Philip Abiagom
The provision of affordable housing and effective urban planning remains one of the fundamental responsibilities of government. Beyond providing shelter, housing serves as a catalyst for economic growth, social stability, and sustainable development. In Delta State, the Delta Development and Property Authority (DDPA) has continued to play a pivotal role in advancing these objectives, with many stakeholders attributing the agency’s renewed momentum to the leadership of its Acting Managing Director, Barr. Orevaoghene Okpokpor.
A seasoned legal practitioner and public administrator, Barr. Okpokpor has brought years of experience, institutional knowledge, and administrative discipline to the agency. Since assuming leadership of the DDPA, she has initiated reforms aimed at repositioning the authority into a more responsive, transparent, and development-driven institution, aligning its operations with Governor Sheriff Oborevwori’s M.O.R.E. Agenda.

Barr. Okpokpor began her public service career in 2009 at the Delta State Ministry of Justice, where she rose through the ranks to become an Assistant Chief State Counsel. During her time in the ministry, she earned recognition for professionalism, regulatory compliance, and sound legal judgment.
In 2019, she was deployed to the Delta Development and Property Authority as Chief Legal Officer, where she gained firsthand knowledge of the agency’s operations, challenges, and growth opportunities. This experience has proven instrumental in her current role as Acting Managing Director.
Under her leadership, the DDPA has prioritized strengthening corporate governance, enhancing transparency in property allocation processes, protecting government land assets, and creating a more investor-friendly environment for real estate development across Delta State.
Recognizing the importance of innovation and strategic collaboration, Barr. Okpokpor has encouraged partnerships with leading housing agencies across Nigeria. One notable initiative was the DDPA’s engagement with the Lagos State Development and Property Corporation (LSDPC), where both agencies exchanged ideas on modern housing development, urban renewal strategies, and institutional best practices.
The collaboration provided an opportunity for the DDPA to explore innovative approaches that could further improve housing delivery and urban planning while strengthening inter-agency cooperation.
Internally, Barr. Okpokpor has been widely acknowledged for promoting teamwork, accountability, and professionalism. She maintains a productive working relationship with the Chairman of the Board, Chief Tony Oboroh, board members, management staff, and employees, fostering a culture built on mutual respect and a shared commitment to the agency’s goals.
Stakeholders within Delta State’s housing sector have noted that her administration places strong emphasis on transparency, operational efficiency, staff motivation, and reducing bureaucratic bottlenecks that often slow public service delivery.
The impact of these reforms is evident in the agency’s ongoing housing and estate development projects across the state. Existing developments, including the DDPA Estate in Agbor and projects in Asaba, Warri, Effurun, and other urban centres, continue to reflect the authority’s commitment to planned urban expansion and sustainable housing development.
Industry observers believe that by enforcing planning regulations, improving project execution, and strengthening institutional processes, the DDPA is gradually restoring public confidence in government-led housing initiatives.
As Delta State continues to pursue rapid urban growth, Barr. Orevaoghene Okpokpor’s leadership is increasingly being recognized for its focus on institutional reform, innovation, and effective service delivery. Through strategic planning, legal expertise, and collaborative leadership, she is helping position the Delta Development and Property Authority as a key driver of sustainable housing and urban development in the state.
For many observers, her tenure demonstrates how leadership grounded in professionalism, accountability, and integrity can strengthen public institutions and contribute meaningfully to Delta State’s long-term development
